According to international Law A state is defined as

• an independent political entity.
• occupying a defined territory.
• the members of which are United together for the purpose of resisting external force and preservation of internal code.

The legal system of country is divided into two parts 

• Law governing the state
• Law by which the state governs or regulate the conduct of its members
