SCBA president Vikas Singh has reiterated that the collegium system remains India’s strongest mechanism for judicial appointments, but emphasised that it must be supported by clearer procedures and greater accountability. Speaking at a Constitution Day event, he pressed for the immediate finalisation of the Memorandum of Procedure (MoP), which has been pending for several years.
Singh argued that a well-defined MoP would enhance transparency in the selection of judges and help ensure that merit is consistently recognised. He noted that many experienced Supreme Court practitioners, who regularly engage with complex national issues, do not get adequate consideration for appointments to High Courts. An application-based process outlined in the MoP, he said, would open the door for capable advocates to be evaluated more fairly instead of depending on informal channels.
He also drew attention to structural weaknesses within the judiciary, including shortages of basic infrastructure in trial courts and the need for more rigorous training for judicial officers. According to Singh, judges often encounter specialised areas of law only after reaching higher courts, underscoring the importance of continuous professional development. He further urged the government to extend essential welfare measures such as medical insurance to lawyers, arguing that a strong bar is crucial to an effective justice system.
