Over 637 Crore Court Records Digitised Under e-Courts Project: Law Ministry

India’s judicial system has crossed a major digital milestone, with more than 637 crore pages of court records digitised under the e-Courts Mission Mode Project, the Ministry of Law and Justice has informed Parliament.

As per official data shared in a written response in the Rajya Sabha, nearly 237 crore pages of records from High Courts and about 401 crore pages from district courts have been scanned and preserved in digital form as of December 31, 2025. The large-scale digitisation effort is part of Phase III of the e-Courts project, which focuses on converting both old (legacy) files and newly generated court documents into electronic records.

Before the rollout of Phase III, digitisation across High Courts was limited, with less than 6 percent of records converted, underscoring the magnitude of the task involved in modernising India’s paper-heavy judicial system.

The ongoing phase aims to digitise approximately 3,100 crore documents nationwide. To ensure consistency and long-term usability, a Digital Preservation Standard Operating Procedure (SOP) has been introduced, laying down guidelines for scanning, storage, access, and archival of judicial records. The initiative is also designed to support the transition towards paperless courts, enabling easier access to case records for judges, lawyers, litigants, and the public.

On the financial front, the government released over ₹1,164 crore during Phase II of the project between 2015 and 2022. Under Phase III, which commenced in 2023, ₹2,473.8 crore has already been allocated to High Courts over the past three financial years, along with additional funds for technical agencies to strengthen digital infrastructure, training, and software systems.

Beyond record digitisation, the e-Courts project has expanded the use of virtual courts and video conferencing, facilitating millions of online hearings and electronic processing of challans. These measures aim to improve efficiency, reduce delays, and enhance access to justice across the country.
