Supreme Court appoints Justice Hrishikesh Roy as BCA ombudsman after Justice Oka declines role

The Supreme Court has appointed Justice Hrishikesh Roy as Ombudsman of the Bihar Cricket Association (BCA) to address continuing administrative challenges, consequent to Justice A.S. Oka declining the position.The appointment reflects the Court’s ongoing supervisory role in ensuring institutional accountability within sports bodies, particularly where internal governance mechanisms have proven inadequate. By stepping in to designate an Ombudsman, the Court has sought to restore regulatory stability and provide an impartial forum for addressing disputes within the BCA.

Justice Roy, who demitted office from the Supreme Court earlier this year, brings with him considerable judicial experience. His selection is expected to lend credibility and independence to the dispute resolution process within the association.

The decision came in the backdrop of persistent disagreements and administrative deadlock within the BCA, which have necessitated judicial oversight in the past as well. The Ombudsman’s role will be central to adjudicating grievances, ensuring compliance with governing norms, and facilitating smoother functioning of the association.

Notably, the Court’s intervention underscores a broader judicial trend of actively engaging with governance issues in sports administration, particularly where transparency and fairness are at stake. The refusal of Justice Oka to take up the role prompted the Court to identify an alternative candidate without further delay, highlighting the urgency attached to stabilizing the association’s functioning.

The Court through the appointment has reaffirmed its commitment to ensure that sports bodies operate within a framework of legality, accountability, and institutional integrity.
