Supreme Court seeks time-bound plan to standardize ICU facilities

The Supreme Court has instructed all States and Union Territories to formulate a concrete and time-bound strategy for ensuring minimum standards in Intensive Care Units (ICUs) across India. The Court made it clear that improving critical care infrastructure is an urgent priority and cannot be delayed.

A Bench led by Justices Ahsanuddin Amanullah and R. Mahadevan accepted expert-prepared guidelines on ICU management as the baseline framework. These guidelines outline the essential requirements for running ICUs efficiently, including infrastructure, staffing, and clinical protocols.

To move the process forward quickly, the Court directed State authorities to hold consultations with medical professionals within one week. Based on these discussions, each State must identify key priority areas that require immediate attention—particularly those related to trained manpower, availability of equipment, and operational readiness.

The Court emphasized that the plans prepared by States should be realistic and capable of implementation, rather than merely policy documents. It also underlined the need for proper monitoring systems to ensure that the prescribed standards are actually followed in hospitals.

After preparing their respective action plans, States and Union Territories are required to submit them to the Union Health Ministry. A coordinated meeting at the national level will then be held to review these plans and work towards a uniform system, which will be placed before the Court for further consideration.

During the hearing, experts highlighted several gaps in the current ICU system, including shortages of skilled staff and lack of standardized procedures. Suggestions such as better training programs, use of treatment checklists, and improved emergency coordination mechanisms were also discussed.

Through this direction, the Supreme Court aims to bring consistency in ICU care across the country and strengthen the overall healthcare system, ensuring better outcomes for critically ill patients.
