CJI Surya Kant, judges Vikram Nath, Maheshwari launch NALSA’s E-Prisons Module

The National Legal Services Authority (NALSA) successfully launched the “E-Prisons Early Release Processing Module” at the pan-India level in virtual mode on Wednesday, marking a significant step towards ensuring timely, transparent, and technology-driven consideration of remission and premature release of eligible prisoners across the country.

The initiative has been developed pursuant to the directions issued by the Supreme Court in Surendra @ Sunda vs. State of Uttar Pradesh, 2026 INSC 414. The module was launched by Justice Surya Kant, Chief Justice of India and Patron-in-Chief, NALSA, in the august presence of Justice Vikram Nath, Judge, Supreme Court of India and Executive Chairman, NALSA, and Justice J. K. Maheshwari, Judge, Supreme Court of India & Chairman, SCLSC.

The programme was further graced by Bharat Parashar, Secretary General, Supreme Court of India; Sanjiv Pandey, Member Secretary, NALSA; Kunal Vepa, Director, NALSA; other officers of NALSA; and Shashikant Sharma, Scientist-G, along with his team. The programme was also attended virtually by the CJI, SLSAs; Executive Chairpersons, SLSAs; Chairpersons, HCLSCs; Member Secretaries, SLSAs; Director General of Prison, Uttar Pradesh; Superintendent, Central Jail, Agra; Superintendent, District Jail, Lucknow; and officers of the National Informatics Centre (NIC).

The E-Prisons Early Release Processing Module has been developed by the National Informatics Centre within the existing e-Prisons platform to address systemic delays in processing remission and premature release cases. The Supreme Court had observed the need for a streamlined digital mechanism to ensure timely identification of eligible prisoners and efficient movement of proposals across different authorities. The module provides for automatic identification of eligible prisoners in advance of their eligibility date, automated initiation and online processing of proposals, real-time SMS and WhatsApp alerts regarding the status of proposals, colour-coded alerts with grace period monitoring, centralized monitoring dashboards, digital accountability mechanisms, and reduction in delays caused by the manual movement of files. The system is also expected to facilitate better coordination amongst prison authorities, police authorities, Legal Services Institutions, and other stakeholders. The module was initially implemented as a pilot project at Central Jail, Agra and District Jail, Lucknow, pursuant to the directions of the Hon’ble Supreme Court. Following the successful implementation of the pilot phase, the module is now ready for adaptation and implementation across States and Union Territories in accordance with their respective remission and premature release policies.

Speaking on the occasion, CJI Surya Kant observed that a prisoner who has become eligible for consideration of remission or premature release under the law should not remain in uncertainty only because procedures move slowly or responsibility travels across offices without resolution, and that administrative delay, if left unattended, risks diminishing the very fairness that the process is intended to secure.

Justice Vikram Nath stated that the true measure of success would lie not in the sophistication of the software, but in whether unnecessary incarceration is reduced, whether eligible prisoners are considered in time, whether transparency replaces uncertainty, and whether the constitutional promise of fairness reaches even those at the farthest margins of the justice system.

Justice J. K. Maheshwari underscored that Article 21 does not fall silent at the prison door. It follows every person inside and today, we have given it the means to follow them. This initiative emphasizes the importance of technology-enabled reforms in strengthening access to justice, transparency, accountability, and institutional efficiency within the criminal justice administration system. The initiative is expected to significantly benefit eligible prisoners by ensuring timely consideration of their cases in accordance with law and policy.
