India, Russia Supreme Courts sign MoU to collaborate on AI, tech in judiciary, Joint Working Group planned

In a historic move to deepen bilateral ties, the Supreme Court of India and the Supreme Court of the Russian Federation signed a Memorandum of Understanding (MoU) on Monday to enhance judicial cooperation.

The MoU was signed in Moscow on June 23, 2026 during a high-level visit by the Chief Justice of India Justice Surya Kant, accompanied by a delegation from the Supreme Court of India. The Indian delegation was invited by the Chief Justice of the Supreme Court of the Russian Federation. 

Both sides deliberated on digital transformation in judiciaries, especially the use of technology and Artificial Intelligence in court procedures to improve the justice delivery system and access to justice.

The importance of high-quality judicial education was also discussed. The talks explored practical steps to strengthen cooperation based on sovereign equality and international instruments binding on both States.

Under the MoU, both judiciaries committed to enhance cooperation through exchange visits, short and long-term training programmes, and joint seminars and conferences. A key focus will be sharing experiences and best practices on using technology in justice administration to boost judicial efficiency and service delivery. 

To implement this, both sides agreed to constitute a Joint Working Group. The group will develop strategies for sustained technological collaboration and deeper institutional engagement between the two judiciaries. The MoU marks a significant step in India-Russia judicial partnership amid growing global emphasis on technology-driven courts.

The meeting was held in the Marble Hall of the Russian Supreme Court. Discussions focused on the long-standing amicable relations between both nations and the need for mutual cooperation to tackle emerging challenges.

Chief Justice of India Surya Kant visited Saint Petersburg to participate in the Saint Petersburg International Legal Forum and the 12th International Day of Yoga. During his overarching trip to the Russian Federation, he met with Supreme Court Chairman Igor Krasnov to sign the landmark MoU on bilateral judicial cooperation.
