Delhi Court grants bail to AAP leader Satyendar Jain in DJB tender case

A Delhi court on Thursday granted bail to Aam Aadmi Party (AAP) leader and former Delhi minister Satyendar Jain in a corruption case registered by the Anti-Corruption Bureau (ACB) over alleged irregularities in the tendering process for sewage treatment plant projects of the Delhi Jal Board (DJB).

Special Judge (PC Act) Digvinay Singh of the Rouse Avenue Courts passed the order.

Jain was arrested by the ACB on August 18 in connection with allegations of manipulation of tender conditions, criminal conspiracy and suspected bribe payments linked to contracts for upgrading sewage treatment plants under the DJB.

The case was registered in May 2024 following a complaint by the Directorate of Vigilance. The allegations concern purported irregularities in the tendering and award of contracts, including alleged manipulation of eligibility and tender conditions to favour certain entities. The investigation also involves allegations of criminal conspiracy and suspected illegal payments connected with the contracts.

Jain has been booked under provisions of the Prevention of Corruption Act and the Indian Penal Code.

The arrest followed the ACB’s investigation into the alleged tendering irregularities. Jain had challenged the legality of his arrest before the trial court. On August 19, the court rejected his plea seeking a declaration that the arrest was illegal.

The latest bail order comes as the ACB continues its investigation into the alleged corruption in the DJB projects.

The case pertains to sewage treatment plant projects undertaken by the DJB as part of efforts to improve sewage treatment infrastructure in Delhi. The alleged irregularities relate primarily to the manner in which the tenders were prepared and processed and the subsequent award of contracts.

The prosecution’s allegations are yet to be established at trial, and Jain’s grant of bail does not amount to a finding on the merits of the charges.

The court’s order allows Jain to remain out on bail while the criminal proceedings and investigation in the case continue.
