Supreme Court seeks reports from Punjab and Haryana on steps to curb stubble burning; hearing next week

The Supreme Court on Wednesday directed the governments of Punjab and Haryana to submit detailed reports outlining the measures they have implemented to prevent stubble burning — one of the main factors behind the sharp rise in air pollution across Delhi and the National Capital Region (NCR).

A Bench led by Chief Justice B. R. Gavai and Justice K. Vinod Chandran took note of the alarming levels of air pollution in the capital, which have reached the “severe” category under the Graded Response Action Plan (GRAP). The Court expressed concern over the continuing practice of burning crop residue despite repeated warnings and orders.

The Court has listed the matter for further hearing next week, asking both states to furnish comprehensive details about the preventive and enforcement measures taken so far. The Bench specifically sought data on the number of cases registered, penalties imposed, and alternative methods being promoted for crop residue management.

During the proceedings, the Court emphasised that despite years of judicial directions, the recurring problem of stubble burning remains unresolved, contributing significantly to Delhi’s toxic air every winter. The judges reminded the states of their responsibility to ensure compliance with pollution control laws and to safeguard public health.

The matter will be taken up again next week for review after Punjab and Haryana file their responses.
