AISA President Neha Bora moves Delhi High Court challenging police notice to execute peace bond

19/10/2026BlogNo Comments

All India Students’ Association (AISA) president Neha Bora has approached the Delhi High Court challenging a police notice directing her to furnish a personal bond of ₹10,000 and undertake to maintain peace, following her detention ahead of a proposed protest in the national capital.

The petition seeks the withdrawal of the notice and a stay on further proceedings initiated against her. The challenge comes amid allegations by the student organisation that preventive legal proceedings are being used to discourage participation in demonstrations.

Bora was detained by Delhi Police on October 16 while she was on her way to join the ‘Lehra Do Tiranga’ march in the Connaught Place area. She was released early the following morning after the completion of formalities relating to her detention.

According to reports, the notice requires Bora to furnish a personal bond of ₹10,000, along with surety, and contains directions intended to ensure that she does not engage in activities that could disturb public peace. The proceedings have reportedly been initiated under Sections 126 and 130 of the Bharatiya Nagarik Suraksha Sanhita (BNSS).

AISA has questioned the legality of the action, contending that the restrictions interfere with constitutionally protected freedoms, including the right to freedom of speech and expression and the right to assemble peacefully. The organisation has sought urgent judicial intervention against the notice.

The plea comes against the backdrop of police action against several activists and protest organisers in connection with demonstrations in Delhi. Cockroach Janta Party founder Abhijeet Dipke was also detained ahead of the October 16 march and was subsequently released after furnishing a bond undertaking to maintain peace.

The Delhi High Court is presently closed for the Dussehra vacation and is scheduled to reopen on October 26. Bora’s legal team is understood to be considering a request for an urgent hearing during the vacation.

The High Court’s response to the challenge is awaited.
