The Delhi High Court has instructed the Government of the National Capital Territory of Delhi to accelerate disciplinary measures against prison officials accused of involvement in an alleged extortion racket operating within Tihar Jail.
The directive, issued by a bench comprising Chief Justice Devendra Kumar Upadhyaya and Justice Tushar Rao Gedela, calls upon the Vigilance Department to appoint an inquiry officer within a fortnight and to ensure the swift completion of subsequent proceedings, including the framing of charges and final adjudication.
In tandem, the Court directed the Central Bureau of Investigation to furnish a detailed status report on the ongoing criminal investigation, while the Delhi government has been mandated to file its progress report by 7 January 2026, the next date of hearing.
During the session, the Additional Chief Secretary (Home) apprised the bench that the Vigilance Department had been urged to expedite the appointment process and that the inquiry was being advanced towards a conclusive outcome.
The matter stems from serious allegations of extortion and maladministration within Tihar Jail, reportedly involving certain inmates and prison officials who were part of a clandestine nexus facilitating illicit payments and privileges. Earlier, the High Court had designated a judicial officer to conduct an inspection and submit a confidential assessment of the prison’s internal systems. After reviewing the findings, the bench transferred the criminal aspect of the case to the CBI for comprehensive investigation.
Expressing dissatisfaction with what it perceived as an unduly slow administrative response, the Court observed that suspended officials had yet to face formal scrutiny. It further remarked that institutional complacency had eroded public trust in the correctional framework, thereby necessitating urgent remedial action to uphold integrity and discipline within the system.
By imposing definitive timelines for both administrative and criminal proceedings, the bench reaffirmed the judiciary’s commitment to transparency and accountability in governance. The Court’s directive serves as a strong reminder that misconduct within custodial establishments will be met with decisive legal and disciplinary action.
The coordinated effort between judicial oversight, departmental vigilance, and independent investigation seeks not only to curb corruption but also to instil systemic reform within India’s prison administration.
