Delhi High Court seeks police response on AAP worker’s plea alleging assault by Parvesh Verma

The Delhi High Court on Thursday issued notice to the Delhi Police and Delhi Deputy Chief Minister Parvesh Verma on a plea filed by Aam Aadmi Party (AAP) worker Sahib Singh, who has alleged that Verma slapped and assaulted him during a road inspection in West Delhi on September 27.

 The bench of Justice Sachin Datta heard the matter and sought a status report from the Delhi Police and listed the matter for hearing in November. Counsel appearing for the respondents opposed the plea, submitting that it was not maintainable.

Singh has sought an independent probe into the incident and police protection for himself and his family, alleging that he received threats and intimidating messages following the incident.

He has urged the Court to constitute an independent, judicially supervised inquiry committee headed by a former High Court judge to examine the allegations, including CCTV footage, electronic evidence and police records.

According to Singh, he was accompanying AAP MLA Jarnail Singh during an inspection of road construction works along the Outer Ring Road over alleged use of substandard material and deficiencies in the work when Verma and others allegedly confronted him.

Singh claims that he was slapped, abused and assaulted, while his mobile phone containing recordings of the incident was forcibly taken and damaged. He has also alleged that an unidentified person struck him in his private parts.

He had lodged a complaint at Vikas Puri police station, following which an NCR was registered under Section 115(2) of the Bharatiya Nyaya Sanhita (BNS). Singh, however, contends that the NCR does not cover the entirety of his allegations.

The plea arises from the September 27 confrontation during the inspection of road construction works in West Delhi. Singh has approached the High Court alleging that the incident involved physical assault as well as the destruction of his mobile phone, and has sought an independent investigation instead of the existing police action.

The petitioner has also sought immediate protection for himself and his family, citing alleged threats received after the incident. The High Court’s notice to the respondents seeks their response to Singh’s allegations and reliefs.
