The Delhi High Court has suspended two members of the Delhi Higher Judicial Service pending disciplinary proceedings over separate allegations of misconduct.
While the suspension order for District Judge Vinay Singhal, serving at the Tis Hazari Courts, was passed on July 10, District Judge Veena Rani, posted at the Saket Courts, was suspended on July 15.
According to media reports, Rani is facing allegations of forum shopping, while Singhal has been accused of irregularities in the appointment of court auctioneers. He is alleged to have appointed ineligible persons as court auctioneers and permitted inflated payments to be made to them.
In its orders, the High Court said disciplinary proceedings would be initiated against both judicial officers and directed that they be placed under suspension with immediate effect under the All India Services (Discipline and Appeal) Rules, 1969, read with the Delhi Higher Judicial Service Rules.
Rani has been directed to report to the office of the Principal District and Sessions Judge, South-East District, Saket. It will serve as her headquarters during the suspension period. Singhal has been directed to report to the office of the Principal District and Sessions Judge, Central District, Tis Hazari Courts, which will serve as his headquarters during the suspension.
The High Court has further restrained both officers from leaving Delhi without obtaining its prior permission. The disciplinary proceedings against the two judicial officers are expected to examine the allegations independently in accordance with the applicable service rules.
