The Supreme Court on Tuesday prima facie indicated that it was inclined to dismiss the bail plea filed by suspended Punjab Police DIG Harcharan Singh Bhullar, who is accused in a corruption case registered by the Central Bureau of Investigation (CBI).
A Bench comprising Chief Justice of India Surya Kant, Justice Joymalya Bagchi and Justice V Mohana was hearing Bhullar’s challenge to the Punjab and Haryana High Court order refusing him regular bail.
During the hearing, Bhullar’s counsel submitted that the complainant and a material witness had not yet been examined. The counsel also sought permission for the examination of two shadow witnesses.
The Bench indicated that it would consider the bail plea after certain witnesses had been examined and directed that the matter be listed after four weeks. CJI Surya Kant observed that it was a clear case for dismissal, questioning if the matter should be dismissed right away or at a later date.
The case arises from an FIR registered under Sections 7 and 7-A of the Prevention of Corruption Act, 1988, read with Section 61(2) of the Bharatiya Nyaya Sanhita, 2023. Bhullar has been in custody since October 16, 2025.
According to the CBI, complainant Akash Batta submitted a written complaint on October 11, 2025, alleging that Bhullar, who was then posted as DIG, Ropar Range, had demanded illegal gratification through one Krishanu.
The alleged bribe was sought to ensure that no coercive action was taken against the complainant’s business in connection with an FIR registered at Police Station Sirhind and to secure favourable treatment.
During discreet verification, the CBI allegedly recorded conversations between Krishanu and Bhullar. In one such conversation, Bhullar allegedly instructed Krishanu to collect ₹8 lakh from the complainant.
The FIR was registered on October 15, 2025, following which the CBI laid a trap in Chandigarh on October 16. Krishanu was allegedly apprehended while accepting ₹5 lakh from the complainant as part of the demanded gratification. Bhullar was arrested the same day.
The CBI has since filed its challan report under Section 193 of the Bharatiya Nagarik Suraksha Sanhita (BNSS).
