CJI Surya Kant forms panel to assess infrastructural gaps in Indian judiciary

Chief Justice of India (CJI) Surya Kant has constituted a Judicial Infrastructure Advisory Committee to assess the infrastructural deficiencies in different courts across the country and formulate recommendations for a proposed government allocation of Rs 40,000-50,000 crore for the judicial system.

The committee has been directed to undertake a comprehensive infrastructure audit of the subordinate judiciary and higher judicial institutions and submit its report to Sanjeev Sanyal, member of Prime Minister Narendra Modi’s Economic Advisory Council, by August 31. The report is expected to provide a framework for capital expenditure and long-term judicial infrastructure development.

The committee will be chaired by Supreme Court judge Aravind Kumar. Other members include Calcutta High Court Justice Debangsu Basak, Punjab and Haryana High Court Justice Ashwani Kumar Mishra, Bombay High Court Justice Somasekhar Sundaresan, the Director General of the Central Public Works Department, and the Secretary General of the Supreme Court.

The committee has been entrusted with examining structural and administrative bottlenecks affecting the justice delivery mechanism. Its terms of reference include evaluating infrastructural requirements for judges, advocates, litigants and court visitors, recommending technological integration for expeditious disposal of cases, and advancing the digitisation and computerisation of courts under the e-courts framework.

The panel will also examine measures for strengthening citizen-centric judicial services, reducing the digital divide in access to courts, developing modern court complexes, and improving service conditions and workplace infrastructure for judicial officers and court staff.
