Delhi High Court to hear Central Secretariat Club’s plea against revocation of recognition and eviction

The Central Secretariat Club (CSC), a 105-year-old institution for serving and retired Central government staff, has filed a petition in the Delhi High Court challenging the Union government’s decision to revoke its official recognition and initiate eviction proceedings from its national capital premises.

The writ petition is set to be heard by Justice Sachin Datta.

This legal challenge follows a decision by the Department of Personnel and Training (DoPT) to uphold the club’s derecognition after a court-ordered review. A three-member government committee deemed the withdrawal “fair and justified,” prompting the Centre to instruct the Directorate of Estates to begin eviction. In its petition, the CSC argues that the decision and subsequent eviction steps are arbitrary and legally unsustainable, despite having submitted a full response during the review.

Conversely, the Centre maintains that the action stems from persistent governance issues, including delayed executive elections, administrative and financial irregularities, an unconstitutional management committee, and a failure to meet its original welfare goals.

Founded in 1919 and operating from Park Street near Talkatora Road, this is the third time the DoPT has withdrawn recognition over governance concerns. The case reflects a broader trend of recent government actions against prominent institutions occupying public land in New Delhi, such as the Delhi Gymkhana and Delhi Race Clubs.
