The Patna High Court has recently disposed of a Public Interest Litigation (PIL) filed in 2024, which alleged irregularities in the procurement of mobile veterinary vehicles by the Bihar government.
The petitioner contended that the government had awarded a contract to a supplier who had been blacklisted by the Patna Municipal Corporation (PMC) and that there were discrepancies in the pricing of the vehicles.
The Acting Chief Justice Ashutosh Kumar and Justice Partha Sarthy heard arguments from both sides, with the petitioner’s counsel submitting that the price difference between the vehicles purchased in two different phases was not explainable.
However, the state government countered that the pricing was accepted by the procurer and that all transactions were made on the Government e-Marketplace (GeM) Portal.
The court noted that the state government had already supplied all the vehicles and deployed them to different blocks, and that no complaints had been reported.
In view of this, the court found no good purpose in keeping the litigation pending.
However, the court cautioned the state government to be more careful in awarding contracts in the future.
It also directed the state government to take necessary action against the supplier who had filed a misleading affidavit, within a period of three months.
